Lead Content in Bullseye Glass and New EU Regulation

This blog is usually in Swedish, but I am writing this post in English since it may be valuable for people outside Sweden as well. There's a Swedish translation at the end of the post.

In September 2012 the European Union passed a new regulation that limits the lead content in jewelry. The regulation applies to new jewelry brought to the European market after October 9th 2013. The lead content in any component of the jewelry may not be more than 0,05% (weight).

There are a few exceptions to the rule, for example lead crystal glass and enamels. Lead crystal glass can contain over 30% lead oxide but it is excepted due to a "lack of information on the release of lead under mouthing conditions" and because there are "no suitable alternatives" to these materials. The same reasoning applies to enamels.

Ordinary glass can contain smaller amounts of lead oxide in order to produce certain colours, especially pinks and purples. According to the glass manufacturer Bullseye, the release rate of lead from such glass is also very low. Still, it seems like ordinary glass is not included in the exception! I've verified this with the Swedish Chemicals Agency. If you get a second opinion from your national equivalent and they don't agree, please leave a comment!

This is a concern for anyone who sells, uses or makes glass beads or other jewelry components made of glass (except crystal glass and enameled metal components). If you sell or buy glass beads, you must ask your supplier about the lead content. If you make glass beads or components, you must ask your glass vendor about the lead content.

Lots of lampwork and fusing glass is lead free, but Bullseye uses lead in their lovely pinks and purples. Bullseye considers the glass food safe since the lead isn't released, but the EU regulation limits the presence of lead rather than the release rate.

According to Bullseye's Medical Safety Data Sheet for glass that contains lead, the products listed below contain at least 1% and up to 27%(!) lead oxide (and thus way too much lead for jewelry). The letters within parenthesis show in which shapes they sell the glass in: S - sheet, R- rods and F - frit. All streaky glass sheets (sheet glass consisting of a mix of 2-3 colours) containing any of these glasses are also on the list in the MSDS, but I don't list them here.

You can still use glass with lead content for making objects like vases and paperweights, but not for jewelry.

I haven't investigated the lead content of Spectrum glass or all other lampwork glass brands. According to a supplier, Double Helix and Effetre lampwork glass is lead free.
